Calls all the time! Will not leave a message and if we answer they hang up

I  get calls from this number at all hours of the day and night and when you answer no one responds

Get calls from this number and no one responds.  I call the number back, it rings numerous times and music starts playing.  Unable to leave a message or find out who is placing the call.

I get calls from this number often. I stopped bothering to answer because it was asking for someone who had my cell number many, many years ago. They don't believe me that I have no idea who this person is. It must be a ghosted number also, because it's on my blocked list, but it still rings my phone.
