Called my cell.  No answer on pickup

Called my cell, no one there, no voice mail, very annoying!

Who is this?

That they are trying to steal from people is worse, but what affects me (as I know better) is that their evil recording keeps hogging my line until it's entirely done.  I can't get a dial tone until then.  I've reported this and all other sales-type/scam calls to the National Do Not Call site.  Are they not getting enough funding?  I wonder if government agencies are allowed to use Kickstarter.  I suspect they'd set a record for funding.

Sick and tired of these calls...no message left...just keeps calling....at least 3-4 each week.
