Got a call from this number saying they were the IRS and that I had an outstanding balance if I didn't agree to pay the amount that in 45 minutes there would be an arresting warrant for my arrest

yep.  this is definitely a scam.  the IRS does not make phone calls.  they use the postal service. do not call them back.
