I didn't answer this time-but I've had every scenario(just about)listed here.  We DO need to file complaints.  I, also, am on the Federal Do Not Call List and if enough of us complain, they could be shut down.  So here's our chance to fight back!

Said that it's NHCP but came up on caller ID as Innovative. Keeps calling and hanging up, so I called them back, they were rude and snotty with me!
I called them a few choice words of my own and hung up on them!!!!
