Problem is when dealing with Charities you need to find out what fundraisers they're using to make the calls. Or file a complaint against all with demand for placement on their "Internal Do Not Call List" You can start with a search " Florida charity gift givers." That will take you to this site that you can do a simple search as "Florida State Troopers." giving results of https://csapp.800helpfla.com/cspublicapp/giftgiversquery/giftgiversquery.aspx showing four separate entries with just a variation in name plus all their alternate name used. If you expand each entry it shows their fundraisers calling on their behalf:
