This time I picked up and the caller says 'This is an important financial matter, that we must speak to you immediately about.' I told him I was at work and he'd have to call back. I've now rejected the number for calling my cell#.

Calls business phone frequently. Caller ID says "Premier Care". I do not answer and they do not leave a message.
