I received it too for the 3rd time. I just answered hello, they said who am I speaking to, I said this is Johnny with the IRS Dallas branch office how may I scam you? They hung up. How rude.

Robot voice telling me the IRS has issued an arrest warrant. I have dealt with the IRS before and they definitely do not operate this way.
