This is a SCAM IRS recording.  The recording usually begins mid-sentence and tells you, "...to inform you that IRS is filing [sic] lawsuit against you.  To get more information about this case file, please call immediately on our department number... 318-228-5298..."  Other numbers they give are: 682-715-6452; 562-229-4080; and 269-282-8054 (among others).   As an FYI, the IRS would never contact you via phone or email to notify you of a problem.  If you receive one of these calls, you should file a report with the Treasury Inspector General for Tax Administration (TIGTA) at this website:  https://www.treasury.gov/tigta/contact_report_scam.shtml     They are the Inspector General's office who covers the IRS.   Just copy and paste that website into your browser (in other words, bring up a blank Google search page, and copy and paste the above website into the blank search bar and just hit "Enter.")  That will bring up the page on TIGTA's website to report these scam IRS phone calls.  You can also call them to report this at:  800-366-4484.  The IRS also has numerous articles about these phone scams on their webpages.
You can (and should) also notify the Federal Trade Commission (FTC) either on their website's Complaint Assistant form at: https://www.ftccomplaintassistant.gov/#&panel1-1    (Choose "Other" then No Match Found, then type in what happened)...or call them at:  877-382-4357.   My personal observation is that TIGTA's form is very easy/user friendly to fill out, whereas FTC's form is just the opposite but I continue to do both just to stay vigilant and hopeful that someday these IRS scammers will be caught, fined, and sentenced to a lengthy incarceration term.    Good Luck!
