dead air then a hang-up

Dead air, said my name in an inquisitive manner, hang up

harassing my sleeping, 93 year old mother, lady caller said her name then asked to speak to her husband, mom said ok then the lady hung up. I call back and it doesn't ring just said no mailbox is set up- she is on some elderly sucker list, how do I stop this- at least 5 calls a day and I continue to register her number for no soliciting.
