Same here. Called, I answered, they hung up. I was able to catch them between their busy signals a few times. It's some sort of autodialer.

Called at 8:15 pm, I answered and nothing. Then after the silence, it went to a dial tone. I have caller ID, so I called back & line was busy. Number shows up as "unpublished" when checked on whitepages.com
