No clue who owns it but Caller I.D. comes up Joe Terek.
A search of that name comes back to several however there is one located in Syracuse who is a sales professional.

This is our home phone number and it has been "spoofed" by someone who is trying to get personal information for some kind of scam.  They are using a computer program to make our home phone number come up on caller ID when they call people.  We have contacted the phone company and the police department.  It's currently under investigation.  Whoever is calling you is not affiliated with a legit business!  Don't give any personal information!!
