Just received this call.  The guy asked if I had received the mail regarding the "Heros Project" from the city.  This call was listed as coming from St. Louis, I am in Los Angeles.  He said it was for home improvement at no cost (yeah right!).  I informed him that not only was this call not coming from Los Angeles, it wasn't even coming from within California.  He said he was in Long Beach, CA.  I politely asked to be taken off their list and blocked the call.  Another new contractor scam.
