Get several calls a daddy never leaves message

This number has called me several times and the same the thing happens every time I answer ..... I say hello a couple times and then complete silence for 15 - 20 seconds, you would figure if it someone wanted to talk to me they would say hello back, right. The next time this number calls I'm just calls I'm gonna hit decline because I figure if it's important they will leave a message.
