The number called and said they could lower my interest rate on my credit cards. They asked to list my credit cards and their balance. I gave them the balances and once I did, they said I would have a permanent lower interest rate and then they hung up. Judging from their accent and the language they were speaking when they thought the called hadn't connected yet, they are from overseas.

Since this number is reported to be from Dearborn, a known Islamic enclave, it might have been from ISIS recruiters. Delete and block is the best response.
