So annoying!   Continue to call even after I repeatedly ask them to stop

I get calls every day.  If I answer, No one is there.  I tried calling back and got this message:  "Thank you for your call.  All our agents are currently busy.  Please try again later."  Caller ID is:  "DETROITZN3   MI"

Just got another call and they said it was GOP.
