Phone rings. No one answers. Unable to call the number back

lady calls from that number, she puts on a "[***] voice" and asks about someone as if he had slept with her the previous day. this number is in downtown detroit. in a building between Griswold st. and west lafayette blvd. this is a new method by credit collectors.

This is Bureau of Collection Recovery (BCR).  I called the number back at like 2am and got the company voicemail.  They also call from 202-607-2732.

Person called. Couldn't speak good english.  Asking questions, when i started asking questions as to who they are, he revealed he can't give out that information and i hung up!!
