Thats because they are exempt from the DNC. Political, Charity and Some surveys, not all, are exempt. Surveys that try to sell goods and /or services are not exempt no matter what they say otherwise.
Telemarketing is defined as sales & service. Does not include Debt Collectors either, those fall under the FCRA/FDCPA/TCPA  laws instead.
