they continue to call the WRONG NUMBERS and do not allow you to stop them. THIS IS HORRIBLE>

Appears to be from collection agency Diversified Consultants, using a LiveVox predictive dialer.  

The predictive dialer has software intelligence behind it to estimate the best time to call, measure agent productivity, etc.  If you answer and admit you owe a debt, you worsen your chances to defend yourself using a statute of limitations defense.  The best thing to do might be to not answer the call.
