Their equipment dials many numbers at once but their staff can only scam and con the first people to answer so the rest get hung up on.
The reason the government or legislature doesn't put a stop to these nuisance hang-ups by banning the use of unattended auto dialers is that the telecommunications companies make big money on charging the caller or the public one way or another each and every time one of us is called. Otherwise the Telecoms would soon put a stop to practice themselves. Telecom lobbyists get big money to make sure Politicians don't consider putting a stop to the practice.
Essentially our productivity losses, inconveniences, and the unwanted use of our time and equipment to receive these calls is being taken away from us to profit political campaigns, lobbyists, telecom executives and shareholder fat cats.
