They are not actually from Chicago, they just spoof the numbers from a large diverse ethnic city that many people may have relatives from, so you are most likely to consider answering the call from an unknown number. Ignore these spammer/robo calls. Put them on call block. But don't be fooled into thinking they are actually physically from an number/area on the display. The vast majority of these spam calls are VOIP calls over the internet, originating from a foreign country. Don't let them fool you, or ruin your day.
