March 19, 2010 I received the same message from Bill. I didn't bother to call back because I didn't enter any contest for a Lincoln Navigator.

Rang 3 times and by the time I answered there was no one there. Called it back and got a busy signal.
I'm also on the Do Not Call list and find this highly annoying.

I called back.
The phone did not ring on the other end.

Voicemail was left from caller ID Bill Bentley. Called back, no ring, no answer (empty circuit). Same racket as 866-430-3177. Bogus.

I recieved a call from a bill bentley, saying I have won something......I called the number that was on my phone...caller id..... 312 488 1851.....did not get a ringing sound.....thanks for letting me know that this is a scam.....

This is a way for them to validate your number. If you answer or call the 800 number then they have validated your number and you will begin receiving a lot of spam calls.
