Call from this number on my cell; I know 312 is Chicago area code and I was expecting a call from a friend who's there for a couple of days, so I answered.  It's a recorded message about raising my electric rates in January. Hung up. Another scam.

I do not answer callers not giving their name so I did not answer this number but it is more than likely a telemarketer since I have no knowledge of the number.
