After some extensive research and multiple calls it appears this number is being serviced through (the carrier) www.globalpops.com 866-799-4767. I contacted a technical service representative who made an internal report and was forwarding my concerns (as I also referenced this blog listing for his report), to the customer. Apparently this is one of their VOIP clients. If you call them, make sure you provide them with your first name, number(s) called, and precise time of the call.
I found a helpful site which may assist us all in the beginning stages of locating and determining such annoying unproductive low life scum bags (imagine how proud their parents must be of them): www.FoneFinder.net ..cross reference what you find through your search engines and contact either their annoyance call department or a customer service agent, politely explain the harassing calls and inquire if they are the carrier (that of which FoneFinder.net displayed), the info may be out of date, so be prepared to make some more calls. I have found kindness goes a long way those who answer phone calls. Usually the ethical organizations will direct you as to who their system shows is the current carrier. Follow the leads and you should be able to find out exactly as I did.
Apparently the FCC, local law enforcement, federal enforcement agencies are over loaded because none of them have been willing to assist me, like you all, in giving us a name and address of the responsible party. Or then, how simple we could take them to court in violating the TCPA rules and regulations ~ $500-$1500 per occurrence.
