The number that has called you is indeed based in the Netherlands. The reason for this is as follows:
The University of Liverpool has partnered with the company Laureate Online Education. Laureate provide the support services to the students, the enrollment advisors and various other aspects of the online programmes offered by the University of Liverpool.
The Laureate office that supports the University of Liverpool is based in Amsterdam, the Netherlands. It's not a scam or some secret mission. Many companies base offices in other cities around the world. Walden University is also supported by Laureate Online Education and some of the enrollment staff for Walden are therefore also located at the Amsterdam office.
The reason why they can approve your application (and I think you will find it is actually a provisional approval) is because there are a set of requirements to enter the programme. If you meet the requirements then you can have a provisional approval. Only once you have provided the documents needed to back up that you meet the requirements will you be given a formal acceptance.
So no, they are not a scam. As to the quality of their programmes....speak to one of their graduates and see.
