Got a call and voicemail from this number. Apparently I am being sued by the IRS and need to call this mobile number to get it cleared up. If this person was in front of me I would make them wish they died a quick death.

Report it to the Federal Trade Commission. Use the “FTC Complaint Assistant” on FTC.gov. Please add "IRS Telephone Scam" in the notes.
