Said his name was Joe Garcia claiming to be doing modelling at a neighbor's home and wanted to come by for a "free, no-obligation estimate."  He had my name and I asked him how he got it and he hung up.  Called back a week later with the same pitch, I asked which neighbor's house he was working on and he hung up.

They are scammers and they are spoofing their number,   My suggestion is to have him come over and have the police waiting.

No message.  No one there to yell at when I pick up the phone. No voicemail or name on caller id.  The number is blocked now.  Our policy is to never use any product or service that has to resort to this kind of harassment.  If everyone did that, it would go away.  There is no law that says you have to answer the phone.

Same as Kimberly. When called back, "we're sorry, your call cannot be completed as dialed..."

"we're sorry, your call cannot be completed as dialed..." means the number is spoofed  https://en.wikipedia.org/wiki/Caller_ID_spoofing  and your caller should be treated as hostile.
