Isn't it just possible that the Federal Do Not Call List, responsibility for its upkeep divided between the FCC and the FTC, serves as a "directory" for the thieves - who use its names and numbers to facilitate their stealing?
All the bogus calls seem to revolve around separating people from their money, such as it is - for "home repairs," for solar panels, for credit card interest lowering, and a long list of other criminal rackets...
