Lets see:  we can land on a comet billions of miles away and tell the machine that's there what to do;  the NSA can put somebody up in a Cessna and listen into and find any phone in a city; and all kinds of other s..t to locate people; but the government says it can't find these telemarketers.  WTF, over?

I can tell you that the Government knows exactly were these scammers are. They are in countries with Government's that could care less about scamming Americans. Feel like going after Russia? Most of Asia? Be my guest. Hey? Did you know that a $50. call blocker, or a cell phone app, will solve this problem. By doing this you cut off the scammers source of money. Please consider that solution.

I didn't get a chance to call back the number, but I did make an entry into my phone's phone book as this number as a telemarketer.
I do not pick up calls with the label I give them as - SCAMMERS.
