Why even have a "do not call" list if anyone can do what ever they want.

Jeff, you obviously have no idea what the DNC list is or how it works.

Is the DNC a call blocking service?  No, it isn't.  It is a list that is provided to legitimate telemarketers  so that they do not call people they are not supposed to.

Do criminals follow the DNC?  If you don't already know the answer to this question, you may need help.
