calling saying that approved for government loan called my cell also

I have been called from this # all day I finally saved it and titled it Do Not Answer, that way I know not to answer maybe this will help someone else

I called this number back and it was an old Verizon Wireless number saying it had been changed to a different number. Who are these people and why would they call people saying that you're approved for a free government grant. Then when I told the lady I don't give out my bank information she said, oh ok, and then hung up very rudely; they need to be investigated and I'm gonna get to the bottom of it. Some poor desperate person might fall for that and could end up being even more broke.
