Soft music played, no answer.

received a call this morning from this number with a woman speaking spanish so I sternly stated that I only spoke English and asked why she was calling but she disconnected the call immediately then I called the number back which stated it was Magic Jack and not available to leave a message

this number has been calling me today during school i called back and it says its a magicjack number other magic jack numbers have called me, what is this????

this  nos, been calling me  today  that  i was  in the bank  and  such  annoying  speak spanish a  guy and  i  ask  him  what?   and  who?  and  than  he  hung  up'what  is  this  disturbing  why  u  guys  calling  for  unnecessary.and  said  ablahh  spaniol.well   im  in  US  speak english?and than  he  hung  up ,what  is  this'and  i  called  back  magic  jack  what   the  heck'''''

I have been receiving calls from this number, if I answer "hello" no one talks, if I answer with the business name, the first questions is "what is your name" or who am I speaking with", it is a waste of my time to be getting this phone calls, why isn't there a control on all this jerks and telemarketing people calling wasting time and cell phone minutes that ultimately cost us money.
Can I legally go after this people for costing me money every month?
