They called twice, once I answered and they said nothing and hung up. Tried calling back but get a busy signal.

My caller ID said State of Florida, but calling back this number to find out the reason is almost impossible since it keeps ringing busy.

I receive calls from the number above numerous times a day. there is no one on the other end and when I call back, it rings without getting an answer or ring back busy... It is very annoying!
