claims to be "Homeland Security" and is trying to contact the winner of thousands of dollars.  He is "holding a package (i.e. check) at the airport down there".

Hope you did not send them any money.  It is a scam.  I received the same message but mine started with a Publisher Clearing House call.  Homeland Security wanted the money for a Registration and Declaration fee for money sent.  Suppose to guard against money laundering or whatever.  Pay it and I would get the check.  I called PCH and they confirmed it is a scam,  They do not call winners.  I also talked to my PD.  This appears to be a version of you receive the check and then send them money.  Please note this is not a responsibility of Homeland Security.
