Keep saying they are the IRS

Received TONS of calls from this number claiming to be the IRS. I do not owe money nor am I in trouble with the irs. I blocked the number and now they call from 12503055012723. I finally called and told them if they do not remove my number I will report them. The man said "I will stop calling you but you must have sex with me." This is crazy. How do I get them to stop?!
