It is a message telling me that I have a suit against me and to call them back to avoid consequences.  Wish someone would do something about all these scam calls that I have been receiving very frequently lately.  I do not answer calls that I am unaware of.

You can do something. You can invest in a call blocker. Or just don't answer calls from unknown numbers. They can't try to scam you if they can't talk to you.

I have blocked them on my cell - calls still come through - I dont' answer them, but they still keep calling.  It is ridiculous.
