Just got a call from this number. Called it back and a weird recording told be my call couldn't be completed, then the standard recording you would normally hear. What is this?

John of "CARD SRVICES'' called to lower my interest rate. All I had to do was press "9" on my phone and speak to a customer service representative. I was just so happy to hear a voice I listened to him say hello about 4 times before he hung up.
