Spoofed number - they didn't leave message, but called it back and message said "not in service"

When I answered the phone this guy called me by the owner's name and just started talking. When I told him the owner wasn't in, he said he was from OSHA! I asked him to please read me our OSHA certification number to prove his identity and he hung up on me.
