It was a voice recording that said "Call the IRS Hot line.  The issue is very time sensitive and your address is under state investigation.  Sell before IRS seize your property and bank accounts.  Call IRS as soon as possible."  I have reported this to the IRS Impersonation Scam Reporting at https://www.treasury.gov/tigta/contact_report_scam.shtml
