Hi, I got a call from a number "3020" delaware on my cell phone. Any idea who this is? It may be an automated call for me to get out and vote. There was not a full number left, just "3020". No message. Don't know how they got this cell phone since it doesn't actually belong to me.

I got a call from 3020, it was a Spanish speaking woman, asking for another woman. It was not a mashine. It was life. 3020 was the only number shown on my phone. Who is this person?
