Keeps calling. No one responds when I answer.

Called this number back and some spanish speaking guy who you cant understand said that he wants to talk to the person who handles the electric bill.  I asked to be removed from their listing and he told me, " I will think about it".  Don't ever let me see your companies number on my phone otherwise I will report you to the FCC,.  Rude [***] people.  

This phone number has been calling constantly over the past several months, repeatedly hanging up even when I do answer, and not leaving a message. I am on the Do Not Call List, and these unsolicited calls are borderline harassing. I called back several times and they answered once, stating in a heavy Spanish accent over a line filled with static line that they had an offer regarding my gas and electric. I told them utilities were included in my rent, and they hung up on me. I'd like to report these people.
