My husband received a call from this number. The person claimed to be an inspector and a judgment and been filed against him, claimed that since he (my husband) didn't show up for court if he didn't pay he would go to jail.

Scam - if in doubt, contact the civil division of your county courthouse.

You would have received mail if there really was a problem.  It is also illegal to claim to be law enforcement if you are not.
