I had the same incident happen where it started with some "agent" persistent to keep calling me when I wasn't picking up. Then I picked up and they said that I had a notice sent to my old address about tax evasion and that this was a courtesy call because there's a warrant for my arrest. She said she would transfer me to another agent that handles the matter and see if we can get this matter resolved. (Felt very real). Anyway, as I was explaining my situation that I moved and never got the notice they were like, are you willing to resolve the issue to avoid arrest? Then during my phone conversation with the "agent" another phone call comes in and agent told me to answer it. It was a person claiming he was with the LAPD and told me that the IRS had sent them some paperwork to have me arrested. Then they were like if you want to pay off this debt it would need to be a form of an Apple Pay voucher and would need to be sent to a specified location. That's when I realized it was a scam and f'n hung up. So be careful people.
