called to annoy me

Received a call from 269-111-2299. Thought it was a telemarketer. They wanted to lower my gas bill percentage rate. I didn't fall for it. Turned out, to be caller was after the previous person who had my phone number that owes a lot of people money.  So basically, it was a debt collector. Pay your bills people!

Called several times, no message for 269-111-2299.  I don't owe any bills so I don't believe it's a bill collector.
