this weird number keeps calling my phone but no one is on the line when I answer. 256-8 is the number

This number has been calling me for a few week ow and I nver answer. Today they left a message though the foreign lady only said my name. This came shortly after I got a scam call from 804-446-2344 claiming to be from the IRS.
