I reported them to our state attorney general and got a reply that said there is nothing the government can do. These guys route through the internet and several phone companies and can't be traced easily. When they are traced, its found that they are out of the country and can't be touched.

Have received robo calls from this same group multiple times, punching 3 doesn't work. Staying on the phone and asking gets a person who hangs up on you as soon as you say why you're calling

Got the same automated call and pressed 3. Got the same recording 30 minutes later. The voice said about my credit card. Didnt identify who was calling. Doesnt do not call not work?

The same block of 1000 numbers 253-382-9001 to 253-382-9999 is the scam robo-caller.  Note the area code 253.  Note the prefix 382.  The last four numbers really don't matter.  You know it's a scam.  Add the number to the "silent" ringtone list.
