What they are doing is called spoofing. The pay money to get numbers that aren't their own, so that it will show up on your caller id as a regular number. The DNC registry only recognized calls from 800 numbers. The FTC recommends that you take a picture of your caller id, or make a screen shot of it, and to also take notes on how many calls you get from them, then go on FTC.gov and file a complaint with them. They also said to contact your states AG office and file a complaint with them. What they are doing is against a federal law that was passed that says telemarketers have to have their number show up as their own on caller id's.
