Received a call within last 15 minutes. When I called it back, I rec'd a rapid beep, the line went dead, then my phone called the last number in my call log.

This is a "TELEBOT". It's only function is to seek out "live" phone number. Once you answer, the bot then sends your number to hundreds of marketing firms. And it doesn't matter if you're on the "Do Not Call List" as on company has ever been fined for violating this initiative.
