This is the callback number given by "US GOVT" to get your $8,000.  It is a Bandwidth SMSEnabled VoIP in Lanham, MD, i.e. a VoIP phone set up on a router somewhere as part of a boiler room.  Almost certainly a scam to collect bank routing and account numbers or identity theft information.
