Received call from this number, no one answers or responses to my "Hello." Called number back and only got music play. Very annoying !!!!

I've been receiving nuisance calls from them. They ring, I answer, they hang up. If the government has the ability to track all phone calls, why haven't they put a stop to this harassment?
