IRS scam - I received a call and voice mail telling me that my "physical address was under investigation by the IRS". If I did not call back immediately the IRS investigator would "transfer my file to the police" and the police would, on the IRS order, "arrest me immediately" (for my physical address?!...)

I got the same call. They need to be punished by legal enforcement

Well, then, how the bleep do you expect law enforcement to do anything?

Oh ... you were unaware that the call probably came from India or Pakistan, and we have little to no influence there ... but you want to complain anyway, rather than help yourself?
